The waterfront, in short a basket case. Initially bought on by owners keeping costs to a minimum and keeping profits to a maximum (normal business) This attitude stopped by workers, who maintained "share in the profits" by overmanning and better wages and conditions. More difficulties arose when owners decided best way to continue profits agreed to workers demands "to keep the peace" during busy times and pass on costs to the traders and finally to the consumers, but did not reckon on workers seeking high pays in terms of company percentage profits and workers not accepting lower wages/conditions at less than busy times. So owner left with delima, now has lots of workers on good money/conditions and reduced revenue flow. What to do, negotiate with workers, sensible move agree to lower rates during "quite times" and restoring during "busy times" allow for "casual" labour to ebb and flow as business required. Senseable approach, but no takers, try again Have Govt. place levy on all Container movements paid for by the shipping companies, who in turn recover from the trader and finally the consumer to pay for redundencies. Thats OK to a point and reduced the overmanning just a tad, but what about productivity-getting complicated and just where the workers want to be.. in a situation of holding the aces of the pack. The wharfs will never be totally productive and manning levels to appropriate levels until the workers return to the employer his right to hire and fire and pay in accordance with industry standards. Of course the workers will never give up this hard fought right and who could blame them - the industries only hope is of working together to achieve outcomes acceptable to both parties, negotiatation in good faith, but easier said than done. ho
